The Texas Education Agency (TEA) informed GCISD of a substantial reduction in Title I, Part A federal grant funding for the 2025–2026 school year. Title I supports campuses with higher numbers of low‑income students, and this loss has forced the district to make staff and program adjustments at its Title I elementary schools, most notably in intervention and gifted-and-talented (GT) services.

Parents from GCISD’s Title I schools voiced concerns that these cuts disproportionately affect underserved students. They urge the district to redirect other revenue sources such as funds from out-of-district student transfers to maintain support staff and GT enrichment.

GCISD lost eligibility due to a shift in its demographic data, largely from an influx of non‑economically disadvantaged students in its virtual school lowering the overall percentage of low-income students below the Title I threshold. The district is exploring budget reallocation options to address the shortfall
